I don't know, as I freshly installed on Monday and I deselected Gnome, too
(also pulled in a couple of things that I'm cool with), and I have
NetworkManager working fine and the applet shows in the system tray. As
soon as I log in to KDE, the network connects without further ado. This is
on a desktop computer that has wired internet access.

cat /var/log/rpmpkgs |grep NetworkManager
NetworkManager-0.7.0.99-3.fc11.x86_64.rpm
NetworkManager-glib-0.7.0.99-3.fc11.x86_64.rpm
NetworkManager-gnome-0.7.0.99-3.fc11.x86_64.rpm
