OK... This was helpful. It would seem that some sites don't deal with non PASV 
mode ftp. I just enabled PASV mode in System Settings -> Network Settings -> 
Connection Preferences and I was able to connect to

download.fedora.redhat.com

but not to download.fedoraproject.org
