I now think it was some cross contamination from Gnome because just to check I logged out and back in to a Gnome session and there was a top panel with all the applets I was trying to add to the top panel I didn't want in KDE. Logging back into a KDE session the rogue top panel was gone. Thank you very much indeed for your help.
