I just checked and it looks like somebody shut them down already. AFAICS in the web console it looks like this was done around Nov 23. None of these instances is running now.
The cost of the instance was just few bucks. The problem was the volume. And you pay for volume always. It does not matter if instance is shutdown or running.
So shutting down the instance changed almost nothing.
