Not sure if this is the correct list but getting errors trying to do yum updates

Getting 403 forbidden when talking to dl.fedoraproject.org at this IP address: 38.145.60.23
HTTP/1.1 403 Forbidden

the other two IP addresses seem fine: 38.145.60.22 38.145.60.24
