[FBR] upgrade mediawiki-skin-fedora to 0.09 on wiki0{1,2}

Good Morning Everyone,

I have just tagged and release the version 0.09 of the mediawiki-skin-fedora
package.
It contains two changes:
- a fix to the CoC link in the footer
- adding the last edit date near the top of the pages
  (fixes https://pagure.io/fedora-infrastructure/issue/8636 )

The changes can be reviewed at:
https://pagure.io/fedora-mediawikitheme/commits/

The RPM has been built and is in the f32-infra-stg tag already:
https://koji.fedoraproject.org/koji/taskinfo?taskID=53004452

I'd like to move that rpm to the f32-infra tag, update that package on both
wiki01 and wiki02 and reload apache afterward.


Thoughts?
