I don't know how much self-service we want to be for groups, there are multiple groups and it's already confusing to some people, I fear that if we open this up we may endup in a weird situation. We're also using the FPCA+1 as a way to distinguish "active" contributors, so if creating groups become self-service, we may end up opening the doors to spam account creating their own group to become FPCA+1 giving them access to @fedoraproject.org email alias as well as edit to the wiki (which they have messed with a few times already in the past).
