Yeah, I don't know of anywhere it is. 

That said, '<package>-owner' is the old version and we should probibly
retire it soon. The new/preferred one is '<package>-maintainers' 

Theres not a seperate one for epel, but it might be possible to make
one looking at bugzilla overrides.
