The current version of pika in epel needs a newer version of rabbitmq-server if it's running against one of those. RHOSP13 has a newer rabbitmq, and is in fact the one we install on the rabbitmq/fedora messaging cluster. Install it here and hopefully it will allow things to work with the new pika.
