FBR: Fix nrpe/nagios so that datanommer is easier to debug

I am retitleing as I should have said what the patch was for and make sure it had agreed upon subject FBR for filtering

Problem 1 is that nrpe.cfg in one place is a template and the other it is not. They both need to be templates.

Problem 2 is that the entries did not line up

Problem 3 is that people put {{libdir}} in the non-template which was wrong and broken

Problem 4 is that we are using nagios/nrpe 

Problem 5 is that our ansible repository probably needs a rethink on how we do things.
