Fedora release process is managed by release engineering team. You
should open a releng ticket [1] and ask them to untag the module:
"koji untag f30-modular ruby-private_jaruga_master-20180925112246.a5b0195c"

Sorry, but no. We don't remove dist-git branches by policy. Especially
branches from which builds done.
