[After the fact Freeze Break Request]: restarting loopabull

Good Morning Everyone,

After being asked why the CI messages aren't being shown to src.fp.o, I looked
at loopabull to find out it wasn't running, the workers were but not the main
app.

So I'd like, 2 +1 after the fact for having restarted it.

In the same idea: 2 +1 to enable it in ansible using the following patch:
