FBR: Add CSS handling to Taskotron artifacts serving

The modularity-testing-framework tests use avocado to output nice HTML
reports but due to the way that we store and serve the artifacts, the
css doesn't load properly. An example (that should work post-fix) is:

I've fixed this in dev and stg already. I'd like to apply the fix to
prod. I'd be removing the if statements from this commit.
