I have added another few bug fixes:
- Increase pull request text field lengths to 80 (Till Maas)
- Let anyone open remote pull-request against a project (not just the admin of
  the project to which we want to open the PR)
- Check that the parent (target) accepts PRs instead of checking the current
  repo
- Fix the branch selection to avoid blank entries
