Users can continue to comment, suggest answers, edit, post comments as answers, contribute inaccurate answers, whatever, as long as they aren't deterred by the closed banner. Basically, I agree about it being a silly reason to close a question, except that it might do things that it isn't actually doing. So, +1 from me, let's turn it off.
