Yes, the teams are different btw translate.zanata and fedora.zanata. And this is one of major reason to have separate instance.
'translate.zanata' instance is used by various projects including non-fedora projects. But Zanata has no Organization feature yet like Transifex (see the string 'organization/fedora/' in TX url [2]), and it allows only one team per language, aka one pt-BR team within the instance. So it is still possible that a translator exists who does not belong to Fedora L10n team but translate non-fedora project which s/he has interests. There is no way to control or group users to reflect the users structure in wiki [1].
Atm separate instance, fedora.zanata, is best option for us. So that it allows us to organize users structure which can be synchronized with our wiki team [1]. Additionally, this instance will be set FAS login only, therefore non-fedora translator (user with no FAS account) is unable to login.
