With solid documentation being a co-goal of the effort, I think it would help to build a list of projects needing more written up -- no matter how ugly-long it gets. Even if the project passes the review with flying colors, it could simply shift to a "needs documentation" list that can be worked from over time. (I've had to write a lot of stuff in the past, and am starting to get involved in more documentation with some recently-new job duties.
