Bug in unretiring a package?

Hello!

We may have hit a bug during an attempt at unretiring "libmetalink".
There is no "Take ownership" button. For "devel" it is still marked
as "orphan" and "deprecated":

What is missing? The initial SCM admin request has not been for "master",
but there has been a second request.
