Yes, Google Authenticator installs as a PAM module. Additionally, a program is installed that helps users set their account up for use with Google Authenticator. The token that is used for OTP generation is stored in a file. (I don't remember what file exactly)
Google Authenticator might be a good solution in our situation, considering it is known to work and no outside server is required.

I didn't think that google-authenticator needed a server to do the
authentication - you just need the app on your phone and some
configuration on the system that you want to access.
