It is meant to be used as a useful tool to help people communicate but has no guarantee that it will be there 24x7 or even 8x5. The hardware is donated by a provider and we may not be able to get things fixed in a timely manner people expect. 3) The intent of the item on publictest04 was to showcase something and is not permanent. Publictest systems have the same lack of guarantees as the ones above but are built around running dynamic loads.
