proxy07 logs sync additions (need review and +1)

Proxy07 was not set up with rsync added. This means the http logs for
a while have not been syncing. Fix is to copy, add, commit and push
rsync conf files that proxy[123456] have already. Please review and +1
or -1 before I push.
