[Fedora-infrastructure-list] Ticketing system and email addresses

I've migrated webmaster@xxxxxxxxxxxxxxxxx and voting@xxxxxxxxxxxxxxxxx 
to their respective OTRS queues.  As we get used to them I'll migrate 
more and more email addresses.
