some people with great motivation are willing to have Fedora speaking
their language.
I'm unsure if we have a formal process for language addition in Fedora,

Kabyle language requires Tifinagh fonts: google-noto-sans-tifinagh-fonts
does the job.
they read langpacks spec file [1], and understand to get a kabyle
langpack available in Fedora, it requires Anaconda to be translated.
they did translate Anaconda [2]
they did fill a ticket to request language addition, but is it the
correct group? [3]
I can see a bunch of software with translation in their language,
including libreoffice, gimp, cinnamon [4]
