link to bug is below [1]. This bug is not only annoying, it's unacceptable. Imagine you install Fedora and you add more keyboard layouts (which I personally do on every install; most of the time I add two more in addition to en_US). Then, hours, day, or weeks after, when you run the updates and reboot, you are locked out. That's would be embarrassing. It's incredibly hard to debug and I am fearing a bad reputation for Fedora. Please make this a blocker bug.
