that's incorrect, because fontconfig does produce a "guessed" value, which is Japanese, after all, and that is the exact problem I was talking about. the issue is not in pango, but in fontconfig.
And if a browser does not call the shaper with the right parameters when encountering such a page, it's a browser bug and needs to be reported to the browser team.
