Actually from the point of view of Fedora, if we want to be urdu-friendly
external resources are a total no-go. So :

1. are the keyboard layouts included with Fedora useable with urdu? If the
answer is no working layouts need to be submitted at
- https://bugs.freedesktop.org/enter_bug.cgi?product=xkeyboard-config
(xkeyboard-config, GUI) and
- aeb@xxxxxx (kbd, CLI)

My previous mail, regarding contribution to m17n-db was targetting the same.
