Changes to fedora ci

Hi Mark, team,

I've changed the CI settings for fedora. It now executes make check, and
we now define -Wno-deprecated as a cflag. This means we can use
__attribute__((deprecated)) on functions, without worrying that we'll
break CI.

I think that I'll start to flag some functions with this flag in the
future, so it's a good change for us to have made.
