Fix Description: BDB 4.3 does not use ENOMEM if the given buffer is too
small - it uses DB_BUFFER_SMALL. This fix allows use to use
DB_BUFFER_SMALL in 4.2 and earlier too. I also cleaned up some of the
cl5 api return codes to return an appropriate error code to the higher
levels rather than pass the ENOMEM up.
