stop shipping the legacy tools sub-package as part of 389 Directory

To be more specific the 389-ds-base-1.4.4 version is where the removal
of the legacy tools subpackage will occur.
If you have any tools or clients that use the old perl/shell scripts
you will need to port them to the new python CLI toolset. Sorry for
any inconvenience this may impose.
