[perl-Test-LeakTrace] More valgrind arches, clean up buildreqs

    More valgrind arches, clean up buildreqs
    
    - ppc64le and aarch64 have valgrind
    - Drop obsoletes/provides for old -tests sub-package
    - Avoid bundled Module::Install and use system version instead
    - Classify buildreqs by usage
