patch to skip syslog tests

Currently perl is the only package that pulls rsyslog into the set of base
packages as defined by Base WG.
It is only a BuildRequires but we want base to be self-hosting, so it does end
up getting pulled in.

As rsyslog is only used for the syslog test, would you consider disabling that
test? (which can easily be done with the attached patch)
It could also be conditional on a macro, so that the test can still be run for
manual rpm builds.
