Harald, this is how binary distribution works. They provide full-fledged
packages.

If you can come with a rule how to recognize which packages needs perl-devel
and which not, if you persuade upstreams to do comply to it, I will be happy to
improve Fedora. Otherwise your request cripple distribution for the other half
of Fedora users.
