Rel-engs, could you please add the `perl-sig' pseudouser the watchbugzilla and
watchcommits permissions in all branches?

I cannot see the user in the pkgdb-cli output neither on the web interface. I
also thing the mailing list linked to the pseudouser did not received any
e-mail for this package.
