perl-YAML-0.92-1.fc21 fails to boot-strap:

t/regexp.t ............... ok
Can't locate Test/Pod.pm in @INC (you may need to install the Test::Pod module)

t/release-pod-syntax.t ...
Dubious, test returned 2 (wstat 512, 0x200)

Obviously the dependency on Test::Pod is not optional when running release
tests with "make test RELEASE_TESTING=1".
