This is really weird issue. Basically it is caused by

ExecStartPre=/bin/sh -c '/usr/bin/vncserver -kill %i > /dev/null 2>&1 || :'

which means we have

init_t @bin_t -> initrc_t

But we don't want to see it in initrc_t but in unconfined_t.
