Not all packages are from CPAN, not all maintainers want to receive
upstream updates.

If someone does not want notifications for their packages, they can add
their name to this list:
https://fedoraproject.org/wiki/Upstream_release_monitoring#Package_Owner_Ignore_List

IMO, such stuff MUST be opt-in, not opt-out.
