Description of problem:
There seems to be an upgrade issue with perl-HTML-Template-2.95-1.fc19.noarch.
It seems perl-HTML-Template was not updated or built for f20 and yet
it has an explicit perl nvr dep which seems rather fragile.

Version-Release number of selected component (if applicable):
perl-HTML-Template-2.95-1.fc19

Steps to Reproduce:
1. install ikiwiki in f19 and try to upgrade to f20.

Actual results:
$ sudo fedup --network 19
:
WARNING: problems were encountered during transaction test:
  broken dependencies
    perl-HTML-Template-2.95-1.fc19.noarch requires
perl-4:5.16.3-266.fc19.x86_64

Expected results:
No error related to perl-HTML-Template.
