Update to 1.15
- New upstream release 1.15
- Replace Path::Tiny with File::Spec, because the former's list of
dependencies is soooo long :-( (CPAN RT#88435)
- Move t/pod.t to xt/author/pod.t
- Explicitly run the author tests
