So what happens iiuc is (that despite the %exclude) RPMs internal dependency generator now considers Carp.pm for Perl provides (which it did not before), and so the perl(Carp) provides gets into the final RPM (and also some others). Or to say it differently: The bug fix in the file package uncovered a bug in the perl specfile, and some additional filters need to be added.
