Update perl-UNIVERSAL-can's spec file

Description of problem:
The UNIVERSAL::can module in Rawhide is a little out of date and prevents other
modules from being updated (perl-Test-MockObject, in my case).

Version-Release number of selected component (if applicable):
1.15-9

I'm attaching a diff to update to the lastest version and streamline the spec
file as much as possible. Once it is applied, the module build in mock, all
tests pass and rpmlint doesn't complain any more than it did before.
