At the end, I decided to shorten the build-require versions by rounding up to
2-digit length and provide 2-digit versioned symbol only by perl-Module-Build.
I will increase epoch of perl-Module-Build package and I will use 2-digit
version for the package too.

Dear packagers, this change is not backward compatible. It will be done in
rawhide only.
