Do not use Test::Kwalitee on RHEL>= 7
Why? In general, dropping tests is a short-sighted idea.
Because perl-Perl-Critic will be part of RHEL-7 and perl-Test-Kwalitee
won't. So in order for RHEL-7 to be self-hosting, it can't BR:
Test::Kwalitee.

Test::Kwalitee will no doubt end up in EPEL-7.
In other words, perl-Perl-Critic will not receive full testing in RHEL
because RHEL can't use packages from epel7, brilliant idea ;)
