Seems like yet another rpmbuild bug to me...

Adding
%{?perl_default_filter}
to your spec fixes this.

Seems to me as if %{?perl_default_filter} is (still) mandatorily required.

PS: rpm still seems to be parsing comments.
Adding
# %{?perl_default_filter}
also causes the examples to be filtered out.
