Changing /usr/lib/rpm/fileattrs/perl.attr from:
%__perl_requires %{_rpmconfigdir}/perl.req
%__perl_magic ^.perl .*$
%__perl_flags exeonly
to:
%__perl_requires %{_rpmconfigdir}/perl.req
%__perl_magic ^.*[Pp]erl .*$
%__perl_flags exeonly
Fixes the problem.
