Mostly because ALL HOWTOs (using system wide settings) I found on this theme
say so? I am really not sure, but take a look at

and others I am too lazy to google for again.

Opposite is just

http://www.gentoo-wiki.info/HOWTO_Spam_Filtering_with_DSPAM_and_Postfix

but that uses UserDirs
