Sorry, my wording was misleading. I didn't necessarily mean an explicit
dependency on the package name, but an appropriate dependency which ultimately
drags in perl-libwww-perl. For example:

In these files:
SOAP/Transport/HTTP.pm
SOAP/Lite.pm

you see:

require LWP::UserAgent;

which would imply a dependency on perl(LWP::UserAgent). The effect of it
missing was that SOAP calls over HTTP wouldn't work until perl-libwww-perl was
installed. 

If you'd like, I can write some very basic code to verify this and post it?
