Re-add buildreqs
The buildrequires dropped in 2.06-4 are now available in EPEL-6,
so re-add them:
- perl(File::Comments)
- perl(Pod::Spell)
- perl(Test::YAML::Meta)
- perl(Text::SpellChecker)
- aspell-en
