Depends on perl-DateTime due to bootstrapping requirement.

Once perl-Params-ValidationCompiler is available, a build of
perl-DateTime-TimeZone can be done with perl_bootstrap set, which will enable a
build of perl-DateTime to be done. Once that goes stable, the perl_bootstrap
can be removed and perl-DateTime-TimeZone rebuilt using perl-DateTime.
