OK, bootstrap build is done
(https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2024-fb68d1b0fe).

I did a bit of a clean-up on the spec, including adding run-time recommends for
HTML::FormatText and LWP::UserAgent, which is in line with what upstream's
metadata indicates.

Now waiting for movement on perl-HTML-Format; when that's done, a
post-bootstrap build (just removing the perl_bootstrap define) will complete
the process.

I could merge these changes into the rawhide branch to maintain
fast-forward-ability between the branches if you like.
