This failure is probably triggered by upgrading gdk-pixbuf2-modules from 2.42.10-8.fc40 to 2.42.11-1.fc41. gdk-pixbuf2 disabled a support for XPM format (bug #2276464). Reading a code of t/overrides.t reveals it tests loading XPM without checking whether gkd-pixbuf supports XPM.
